SIL funding covers the practical, person-to-person supports needed in daily life. Who Qualifies for SIL Funding?

Typically, this includes individuals who need support throughout the day or require 24/7 supervision. The NDIS carefully evaluates each participant’s circumstances to determine if SIL is suitable. 

Each applicant’s situation is individually assessed, considering factors like:

How Does the SIL Funding Process Work? 

Step 1: Assessment and Planning 

The process of obtaining SIL funding begins with a joint effort to understand the participant’s needs, goals, and circumstances, involving discussions with their support network and healthcare providers. 

Step 2: The Roster of Care 

A critical component of the SIL funding process is the development of a Roster of Care—a detailed document that breaks down support needs into manageable timeframes. The Roster divides a typical week into 30-minute blocks, outlining what supports are needed and when. For participants sharing accommodation, the Roster also details how supports are divided and delivered among all residents. 

Importantly, participants don’t need to create this document themselves. The SIL provider handles the technical aspects, while participants provide input to ensure the Roster accurately reflects their needs and preferences. Once completed to everyone’s satisfaction, the Roster is submitted to the National Disability Insurance Agency (NDIA) for evaluation. 

Step 3: NDIA Evaluation and Decision 

Upon receiving the Roster of Care, the NDIA reviews the document alongside the participant’s overall plan and goals. This evaluation determines the appropriate funding level for SIL supports. It’s worth noting that the approved funding may not always match the exact figures in the provider’s proposed Roster of Care, as the NDIA must ensure all funded supports meet the “reasonable and necessary” criteria established by legislation. 

Step 4: Notification and Implementation 

Once the decision is made, participants receive written notification of their SIL funding outcomes. If the participant is new to NDIS supported independent living or has experienced a change in circumstances affecting their funding, the NDIA also communicates this decision to: 

  • The SIL provider listed in the participant’s Roster of Care 
  • The participant’s support coordinator 

This communication includes detailed information about: 

  • Annual funding for irregular SIL supports 
  • Annual funding for the regular SIL plan 
  • Total funding value for the SIL plan 
  • Estimated weekly SIL support funding 

After approval, participants work with their support coordinator and chosen provider to implement their support plan within the approved budget. 

Maximising the Impact of Your SIL Funding 

For participants receiving SIL funding, several strategies can help optimise the benefits: 

1. Active Involvement in Planning 

Actively participating in the development of your Roster of Care ensures that the proposed supports accurately reflect your needs, preferences, and goals. Don’t hesitate to voice your opinions about timing, service types, and support approaches. 

2. Regular Reviews and Adjustments 

As your capabilities and circumstances evolve, your support needs may change. Regular conversations with your support coordinator and provider can help ensure your supported independent living arrangements remain appropriate and effective. 

If you believe the allocated funding is insufficient to meet your reasonable and necessary needs, you can request an internal review of the decision within 3 months of receiving your plan. 

3. Capacity Building Focus 

Work with your provider to incorporate capacity-building elements into your support plan. This might include learning to perform certain tasks with minimal assistance or developing strategies to manage aspects of daily living more independently. 

4. Effective Communication with Support Staff 

Establish clear communication channels with your support workers to enhance service quality and personal satisfaction. Share your preferences regarding support delivery and provide timely feedback to ensure continuous improvement.
